LISC Connecticut and the Partnership for Strong Communities, with support from the Connecticut Project, have created a comprehensive map of state and federal resources available for housing development in Connecticut, particularly affordable housing. The goal is to offer a detailed and up to date source of information to improve access to funding, increase transparency, and promote collaboration and long-term planning. Affordable Housing Fund

The Affordable Housing Fund, established with a Capital Magnet Fund FY 2020 award and matching funds from CHFA, is available to eligible affordable multifamily rental housing developments statewide that have a funding need of $1 million or less and that meet eligibility criteria. AHF funds, including the most recent CMF award in FY2024, are fully committed.


Affordable Housing Program (AHP) (a.k.a FLEX)

Also referred to as soft capital, this program is DOH’s primary housing production program and is frequently referred to as the “flexible” housing program. The program provides quality, affordable housing for Connecticut residents, promotes and supports homeownership and mixed-income developments, and assists in the revitalization of urban and rural centers.

Funds can be used for: acquisition, rehabilitation, new construction, demolition, homeownership, multi-family rental housing, adaptive re-use of historic structures, special needs housing, redevelopment of vacant properties, infrastructure improvements, and housing for individuals or families with incomes up to 100% of Area Median Income.


Affordable Housing Program for Construction Industry Employment

In the 2025 General and Special Sessions, DOH authorized up to $50M from FY26-FY29 for DOH to finance projects to create employment opportunities in the construction industry by developing affordable housing.


BlueHub Loan Fund

BlueHub Loan Fund helps connect low-income communities with flexible financing to generate equitable and inclusive economic opportunity. We finance a wide range of real estate related projects, including affordable housing; education and childcare facilities; commercial development; community health centers; community facilities; and healthy food access. We are life-cycle lenders, supporting projects throughout their development cycles, from early-stage predevelopment and acquisition financing, to permanent loans for stabilized buildings, and every financing need in between. We also provide technical assistance when and where it is needed. We provide funding for for-profit and non-profit borrowers including community-based and emerging organizations.


BlueHub Loan Fund Climate Lending

BlueHub Loan Fund partners with nonprofit and for-profit developers of housing, education and childcare facilities, community centers, commercial real estate projects and solar arrays to finance buildings that are more resilient, healthier to live in, easier and less expensive to manage, and better protected from energy cost spikes. We strike a balance between streamlined lending procedures and providing loans tailored to each project s specific goals and timeline. We are life-cycle lenders, supporting projects through their development cycles, and provide technical assitance when and where it is needed to help borrowers access financing.


Brownfield Municipal Grant Program

The primary program through which brownfield remediation is funded. It provides funding to municipalities and other quasi-public entities to conduct remediation efforts in preparation for future redevelopment of the site.


Brownfield Planning Grants

To help applicants develop a comprehensive implementation plan for the remediation and redevelopment of neighborhoods, districts, corridors, downtowns, waterfront zones or other areas burdened with multiple brownfields


Brownfield Targeted Loan Program

Offers low-interest loans at 3% with repayment period of up to 30 years for purpose of remediation.


Build for CT

A collaboration between DOH and CHFA to create public-private partnerships with lenders and developers to address the housing needs of middle-income renters (Workforce Housing). Restricted rents must reflect a discount to market rents. Rates between 1% -3% depending on the significance of the discount. Build for CT is a subordinate loan program and needs to be paired with an approved Senior Lender.


Capital for Change (C4C)

Capital for Change is a Community Development Financial Institution (CDFI) serving the State of Connecticut. C4C provides community development capital and servicces that: creates and preserves affordable housing, expands housing opportunity for low and moderate residents, invests in jobs and wealth creating small businesses and supports community centered nonprofit organizations, with an emphasis on equity, inclusiveness and environmental sustainability. Programs funded include predevelopment, acquisition, construction, mini-permanent and permanent, bridge financing, lines of credit multifamily, and energy efficiency.
