A collaboration between the CT Department of Housing and CHFA to create public-private partnerships with lenders and developers to address the housing needs of middle-income renters  (Workforce Housing ). Restricted rents must reflect a discount to market rents.  Rates between 1% -3%  to borrower depending on the significance of the discount. B4CT is a subordinate loan program and needs to be paired with an approved participating Senior Lender.

No-cost energy assessment and energy-saving improvements, additional services such as insulation, windows, or heating and cooling systems


Conservation and Load Management – Multifamily Initiative

Energy assessment and energy-saving improvements, targeted towards multifamily buildings of 5+ units.


Conservation and Load Management – Residential New Construction Program

Incentives only available for all electric projects; also will do large retrofits if a full plan is submitted. Can be used for both single-family and multi-family homes


Covid Supplementary Payments (CSP)

CSP is available for operating cost increases that are directly related to a property’s efforts to prevent and respond to the COVID-19 pandemic


Housing Environmental Improvement Revolving Loan Fund (RLF)

Allowable uses of RLF funds:
1. EE improvements
2. EE improvement health & safety barrier remediation
3. To provide services to assist residents and building owners to access and implement the programs [listed above] or other available state or federal programs that enable the implementation of energy efficiency retrofitting

Provide subsidies to homeowners and multifamily housing units to purchase batteries for home energy needs.


PURA – EV Charging Program

Program to support the installation of electric vehicle charging infrastructure across the state, focusing on equity and inclusion. Residential managed charging stations and commercial EV charging stations.
