USICH Releases Guide to CoC Program Funding Reallocation

The U.S. Interagency Council on Homelessness (USICH) has released “Creating Effective Systems to End Homelessness: A Guide to Reallocating Funds in the CoC Program” to assist Continuums of Care (CoC) with understanding how and when to reallocate funds.

According to USICH, “reallocation refers to the process by which a CoC shifts funds in whole or in part from existing CoC funded projects that are eligible for renewal to create one or more new projects.”

The guide is broken into 5 parts:

  1. Intro to reallocation and when reallocation can be considered for CoC Program funds.
  2. Strategic guidance and project assessments to help decide which projects to reallocate. 
  3. Overview of levels of reallocation (project-and grant-level), different types of reallocations, and challenges associated with the different types of reallocations
  4. Case studies of 3 communities that used reallocations in the pursuit of more effective systems to end homelessness
  5. List of additional resources regarding strategic planning, project assessments, and the reallocation process.
