Tip Sheet Released on Data Sharing for CoCs and Local Education Agencies

The U.S. Department of Education (ED) in partnership with the U.S. Interagency Council on Homelessness (USICH) released a tip sheet, entitled Interagency Data Disclosure: A Tip Sheet on Interagency Collaboration. This tip sheet aims to support interagency data disclosure between state and local education agencies (SEAs/LEAs) and Continuum of Care (CoC) Homeless Management Information Systems (HMIS).

It outlines students’ data disclosure rights and protections under the Family and Educational Rights and Privacy Act and provides some solutions on how schools can legally disclose data on students experiencing homelessness to CoC HMIS. It clarifies that SEAs and LEAs can participate in annual Point-in-Time counts administer by CoCs and disclose aggregated and individual student data with parental consent. Moreover, it spotlights three examples of data-sharing communities that have somewhat integrated their homeless education data system with HMIS.
