Study Finds Overlap in Federal Homelessness Programs

A report by the Government Accountability Office found overlap in homelessness programs across multiple federal agencies. The report, Fragmentation and Overlap in Programs Highlight the Need to Identify, Assess, and Reduce Inefficiencies, states that the Departments of Health and Human Services, Housing and Urban Development, and Veterans Affairs all administer homelessness programs and receive 89% of the $2.8 billion allocated for homelessness programs. However, all three organizations offer similar programs that serve similar individuals which result in an inefficient use of resources.

Coordination between these organizations can lead to better use of resources and would reduce the number of similar programs that are managed separately under different administrative units. This would also reduce the confusion experienced by the individuals experiencing homelessness who have to navigate through the various programs and agencies to access services.
