QAP Best Practices from Across the Country

Enterprise recently released a report entitled Giving Due Credit: Balancing Priorities in State Low-Income Housing Tax Credit Allocation Policies. This report reviewed the Qualified Allocation Plans (QAPs) for each of the 50 states, the District of Columbia, New York City and the U.S. territories. The QAP establishes criteria for awarding federal Low Income Housing Tax Credits to housing properties to encourage the cost-efficient and effective use of resources.

The report evaluated each QAP and determined which exemplified the most cost-efficient and effective strategies to build and preserve quality affordable housing that expands opportunities (e.g., access to high-quality schools, jobs, transit, etc.) to low-income residents. It also highlighted some of the unintended consequences of QAP rules and policies.

The authors recommend agencies consider the QAP in its entirety to appropriately gauge its impact on housing cost and quality. They also suggest utilizing pilot programs to develop innovative strategies that will improve savings, durability, and access to opportunity in the future.
