Poverty & Race Research Action Council and the Urban Institute

The Poverty & Race Research Council (PRRAC) and the Urban Institute recently released guidance on how to build a successful housing mobility program. The report – Expanding Choice: Practical Strategies for Building a Successful Housing Mobility Program - provides tools for organizations regardless of the stage of their community’s prospective housing mobility program.

Studies have shown that participants of HUD’s Housing Choice Voucher (HCV) program do not have as much housing choice and mobility as the program would like. This toolkit is a resource of organizations and communities that are interested creating a housing mobility program that will better benefit participants of the HCV program.

The categories within the toolkit are as follows:

  1. Aligning your community’s policies to support housing mobility
  2. Setting program goals and making other key decisions
  3. Building you housing mobility program
  4. Measuring success
  5. Funding and implementing your mobility program
