HUD Releases Table Distinguishing Between ESG and HPRP

The US Department of Housing and Urban Development (HUD) Office of Community Planning and Development (CPD) recently released a table that clearly demonstrates the differences and similarities between the new Emergency Solutions Grants (ESG) program interim rule and the Homelessness Prevention and Rapid Re-Housing Program (HPRP).

The table focuses on the rapid re-housing and homelessness prevention aspects of ESG because those are the eligible activities under HPRP.
The table specifically goes over:

  • Grant allocation to recipients
  • Grant use and distribution
  • Determining and documenting participant eligibility
  • Unit requirements
  • Lease and assistance agreement requirements
  • Rental assistance
  • Housing relocation and stabilization services (HRSS)
  • Data collection and evaluation
  • Recordkeeping and recording
  • Financial management
  • Conflicts of interest

The ESG interim rule is available on the ESG program page.
