HUD Provides Toolkit for Implementation of Homeless Preference

In October 2015, the U.S. Department of Housing and Urban Development (HUD) published a new guide, entitled Opening Doors through Multifamily Housing: Toolkit for Implementing a Homeless Preference, which highlights the framework that multifamily property owners can use to establish a homeless preference. This guide utilizes the experiences of 10 communities that piloted HUD’s 2012 Dedicating Opportunities to End Homelessness, a federal Opening Doors initiative that outlined the barriers and challenges communities faced while attempting to adopt a homeless preference and the best practices that emerged from the pilot.

The guide provides specific instructions and explanations on how communities can develop additional housing opportunities for those experiencing or exiting homelessness by implementing the following strategies:

  • Create a multifamily planning and implementation team.
  • Examine and understand the community needs and multifamily resources.
  • Identify and engage service providers.
  • Engage multifamily property owners.
  • Formalize agreements between service providers and owners.
  • Support owners’ implementation of a homeless preference.
  • Refine the process.
