How HUD Program Rules Influence Housing Cost Burdens

Recent research published in the United States Department of Housing and Urban Development (HUD) Office of Policy Development and Research’s Cityscape: A Journal of Policy Development and Research, explores the purpose and history of the Housing Choice Voucher (HCV) program. The research aims to address the question: How do HUD program rules influence HCV housing cost burdens?  

The researchers examine the prevalence of housing cost burden of HCV recipients over a period of twelve years (2003 to 2015). The analysis concludes that while HUD adequately maintains programmatic housing cost goals for voucher recipients, this does not account for the fact that once a household’s initial lease expires, there is an increase in housing cost burdens for recipients.
