CSH releases 2015 Housing Credit Policies Report

The Housing Credit Policies in 2015 that Promote Supportive Housing, presented by the Corporation for Supportive Housing, reviews key policy changes in state Housing Finance Authorities Qualified Allocation Plans (QAP) in supporting the creation of affordable housing developments with supportive services. It highlights that the number of Housing Credit Agencies providing scoring incentives, threshold requirement, set asides units increased in 2015.

The report also discusses a new policy approach to the commitment of housing credit agency resources to provide early or increase access to permanent supportive housing. It provides case studies on the following Housing Finance Authorities: California Housing Finance Agency, Connecticut Housing Finance Authority, Colorado Housing and Finance Authority, Kentucky Housing Corporation, and Minnesota Housing Finance Agency.

According to the report, the Connecticut Housing Finance Agency (CHFA) awards its tax credits based on a competitive point basis and set aside $2 million for the creation of permanent supportive housing. Developers can earn 6 points for units dedicated to special needs households and an additional 7 points to serve households with less than 25 percent AMI.
