Case Studies Highlight Development Efficiency Strategies to Reduce Housing Costs

The land development review and approval process, which in previous decades took a few months, now takes two or more years. A recent study conducted by Abt Associates for the National Association of Home Builders - Development Process Efficiency: Cutting through the Red Tape - explored factors in the land development review and approval process that can create increased costs for businesses and subsequently reduce housing affordability.

The report provides examples of developers, builders, affordable housing advocates, and other stakeholders from across the country that created strategies to improve the land development review and approval process and subsequently reduced housing costs.

One strategy the report highlighted was implemented by the Massachusetts Permit Regulatory Office (MPRO). MPRO works to clarify confusion between the issuing agency and the developer and removes barriers that unnecessarily hamper the permit process. These efforts have successfully led to reductions in timelines for development.
