2011 Housing Appeals List: Fewer Towns Make The Cut

 

The CT Department of Economic and Community Development has released the 2011 Affordable Housing Appeals List, which shows the percentage of affordable housing units in each Connecticut town as a percentage of their overall housing units. The number of towns that have 10% or more of their housing stock designated as affordable dropped from 31 in 2010 to 29 in 2011. According to the 2011 Appeals List, 10.7% of the state’s housing stock is affordable, with 159,440 of its 1,487,891 housing units counted as affordable. 

Towns that have less than 10% of their housing units listed as affordable are on a list of non-exempt municipalities, meaning that in those towns, if a developer’s plan for an affordable housing development is rejected, the developer has a right to appeal to the superior court and the burden of proof in turn shifts to the town.

The 2011 housing appeals list is the first to use the 2010 Census for the baseline number of housing units in each town; housing units reported in the 2000 Census were used for the 2001-2010 Appeals Lists. This means that while the number of affordable housing units in each town may have changed very little from 2010 to 2011, the number of housing units overall may have increased causing a decrease in the percentage of affordable housing.

The two towns that dropped off the 2011 appeals list are Brooklyn and Danbury. In Brooklyn, the total housing units increased from 2,708 based on the 2000 census to 3,235 in the 2010 census while the total assisted units dropped from 309 in 2010 to 305 in 2011, decreasing the town’s percentage of affordable housing from 11.41% in 2010 to 9.43% in 2011.

In Danbury, the total housing units increased from 28,708 based on the 2000 census to 31,154 based on the 2010 census while the total assisted units stayed the same, dropping the town’s percentage of affordable housing from 10.68% to 9.78%.
